Access to Information and Professional Skills in Public Authorities

One of the major barriers faced by the low carbon and renewable energy projects, especially in the smaller cities, is the lack of information and skilled professionals in public authorities. Without a comprehensive understanding of the technical implications of such projects and without reliable advice from skilled technicians, the risk of implementing green technologies may appear too high for numerous municipalities. As a consequence, the interest among public procurement officials remains low and few supportive policies are produced. Training programs and information sharing platforms need to be developed in order to make sure that the public authorities can implement the best solutions.
