Lack of Political Willingness

Without serious political commitment, not enough policy incentives can be created for stimulating the use of low-carbon technologies and for making them economically viable. The reluctance of public authorities to fund such infrastructure projects can lead to enforcement problems of national environmental targets and to poorly designed incentive structures.

Consistent leadership is needed not just for stimulating state funding of innovative sustainable projects, but also for creating a hospitable environment for private sector investment in low carbon and renewable technologies. Municipalities exercise a great deal of influence over the nature of infrastructure, therefore they represent a key level of the public authorities for the promotion of greener and more sustainable urban environments.
