Lack of qualified workforce in public authorities

Even if political commitment exists, demonstration projects are difficult to implement without qualified personnel. This is especially true in smaller cities, where mobility departments are either very small, or also have to fulfil duties related to fields other than mobility. To overcome this obstacle, planning and technical tasks are often subcontracted or implemented by project consortia.

Although such arrangements do speed up implementation, they also create a vicious circle, as the municipality will continue to lack qualified human resources. While this may not be a big difficulty while a demonstration project is running, during the maintenance and further development phases it can turn into a major obstacle, and may even lead to the discontinuation of the measure.
